They call it Kettling now. It is used to control large gatherings. In those days they called it "Bottling". Apparently taking an afternoon off from fighting crime, the Bradford Constabulary may have seen this gathering as both a threat to their ability to maintain public order and a denial of the far Right National Front in its demand for free speech.
